The west cooling channel has been measured at intake for years. The latest review found no paired record for water leaving the tower after a long furnace run, when its temperature can change before it reaches downstream households.

We compared meter cards from three shifts with the water office’s own release book. Intake totals matched. Return temperatures did not appear on the public card, so residents could not compare the shared allotment with the condition at the culvert.

The water office said the old form was designed to count volume, not temperature. That is supported by the form itself. The gap is that the permit also uses the count to decide who receives a cooling turn.

The next card will include paired readings and the furnace operating state. This docket closes with a new measurement, not a finding that the current allocation was deliberately misreported.

The water board closed this docket by requiring paired intake and return readings in the next allocation window. The earlier intake record remains in the archive.
